Ach, was leben wir doch in aufregenden Zeiten. Der Bundesverteidigungsminister wird ertappt, dass er bei 10 von 1000 Fußnoten bei seiner Dissertation geschludert hat. Das ist ja auch wirklich wichtiger als seine Bundeswehrreform, die möglicherweise die Funktionsfähigkeit der Armee infrage stellt. Zudem: Bundesregierung, Bundesverfassungsgericht, Bundestag und Bundesrat ringen seit über einem Jahr darum, welcher denn nun der richtige Berechnungsweg für die Hartz-IV-Unterstützung ist und ob 4,7 Millionen Hilfeempfänger nun acht Euro im Monat statt fünf Euro zusätzlich bekommen sollten.
Während also mit großem Getöse Nichtigkeiten verhandelt werden, verschwinden durch die Hintertür rund 345 Milliarden Euro, die die Bundesregierung als Haftungssumme für den Euro zugesagt hat; möglicherweise sind es sogar 700 Milliarden, weil die Bundesbank riesige Dispokredite an andere Notenbanken im Euro-Raum vergeben musste. Ohne große öffentliche Aufmerksamkeit hat die Bundesregierung einer Ausweitung der Rettungspakete für Länder wie Griechenland, Irland und Portugal zugestimmt. Weil der notwendige Sparkurs diese Länder überfordert, muss die Rückzahlung nun im Wesentlichen von den Deutschen übernommen werden. Umfang und Verfahren, die mit wohlklingenden Namen wie Europäische Finanz-Stabilisierungs-Fazilität und Europäischer Finanzstabilitätsmechanismus getarnt sind, erläutert unser Kolumnist Hans-Werner Sinn auf Seite 35. Vergessen Sie bitte die wohlfeilen Erklärungen, dass Bürgschaften nicht fällig werden oder dass diese nur zeitlich befristet seien. Tatsächlich geht es um die Etablierung einer gigantischen Umverteilungspumpe zulasten Deutschlands. Dies im Blick, ist Bundesbank-Präsident Axel Weber zurückgetreten. Er wurde durch Jens Weidmann, einen freundlichen jungen Mann aus der unmittelbaren Umgebung der Bundeskanzlerin, ersetzt. Hier droht keine Gefahr machohaften Polterns mehr, wenn die Bundesregierung umsetzt und die Bundesbank abnickt, was Jens Weidmann vorgedacht hat: die Euro-Umverteilung.
Um die Relationen zu verdeutlichen: Die Halbierung der Bundeswehr wurde notwendig, weil acht Milliarden Euro eingespart werden sollen. Das ist gut ein Prozent der Summe, die wir für die europäische Umverteilung bereitgestellt haben. Die Erhöhung der Hartz-IV-Regelsätze auf acht Euro würde uns mit schätzungsweise mehr als 160 Millionen im Jahr belasten, das verliert sich bei den Euro-Milliarden hinter dem Komma. Da zanken in Berlin Regierung und Opposition also um Minibeträge, während die finanz- und stabilitätspolitischen Fundamente zerstört werden und an Schuldenbremse und Parlament vorbei gigantische Milliardensummen vergeben werden, die unseren heutigen Wohlstand gefährden und viele zukünftige Generationen belasten.
Die Opposition ist ein Totalausfall. SPD und Grüne kritisieren die Bundesregierung nur dafür, dass sie die Hilfen nicht noch schneller und nicht noch umfangreicher in Gang gesetzt habe. Frank-Walter Steinmeier und Sigmar Gabriel, Claudia Roth und Jürgen Trittin werden dröhnende Reden halten, dass man dieses Ergebnis schon vor einem Jahr hätte haben können. Nach der Erregung für die Kameras werden aber alle brav die Hände heben und den Garantien zustimmen und sich ganz toll fühlen: Sie haben Europa gerettet. Dabei wird der Bundestag abermals seine Selbstentmachtung vorführen.
Nun dürfen wir also erneut die Erklärung entgegennehmen, auch diese Milliarden seien „alternativlos“. Ich werde nicht müde, die Bundeskanzlerin dafür zu loben, dass sie wenigstens herumverhandelt, um eine Verzögerung zu erwirken.
Aber warum sich aufregen? Wir freuen uns auf das nächste Spektakel im Reichstag, etwa zum Thema Hartz-IV-Regelsätze. So ein Theater braucht man, um darüber hinwegzukommen, dass dieses Parlament sich selbst aufgegeben hat – und die Regierung zu Hause spart, um in Brüssel die Rechnung zahlen zu können.
