Axel Weber, dem neuerdings Illoyalität gegenüber der Kanzlerin, seinem Amt und der Zukunft des Euro unterstellt wird, hat aus Loyalität die Unwahrheit gepredigt. Wo immer es von ihm verlangt wurde, hat er das Mantra des Euro gebetet, so laut und solange es irgendwie ging. Inflation? Kein Thema. Euro-Rettungsschirm? Seine Erfindung, unverzichtbar. Der Euro? Die bessere Mark. Wer Axel Weber kennt, spürte seit Wochen: Der Mann ist dabei zu zerbrechen – zwischen seinen Überzeugungen und den politischen Zumutungen, die ihm abverlangt wurden. Im Gegensatz zur veröffentlichten Darstellung lacht er über das klingende Glasperlenspiel von EZB-Präsident Jean-Claude Trichet, der durch Europa zieht mit dem Satz: „Wir haben Geldwertstabilität geliefert – der Euro ist stabiler als die D-Mark.“ In Wahrheit hat die EZB die Inflation kleingehalten in einer Zeit, in der die Welt sich mehr vor Deflation als ständiger Preissenkung gefürchtet hat. Die Bundesbank dagegen war der letzte Verfechter der Preisstabilität, als weltweit die Inflation galoppierte.
Axel Weber kann vorrechnen, was der zu erwartende „Haircut“ griechischer Staatsanleihen den deutschen Steuerzahler kosten wird: vier Milliarden Euro via Abschreibung, die aus der EZB-Bilanz auf Bundesbank und Bundeshaushalt durchschlägt – die Ouvertüre zur Umverteilungsoper zulasten Deutschlands und zugunsten der europäischen Verschuldungsstaaten. Fantastische Summen stehen zur Disposition. Die Größenordnung der Kosten der deutschen Wiedervereinigung könnte für die Stabilisierung des Euro fällig werden. Weber aber will nicht als der Mann in die Geschichte der Bundesbank eingehen, der die höchsten Schecks aller Zeiten ausstellt. Vor allem aber: Das Amt des EZB-Präsidenten, für das er so geeignet ist wie kein Zweiter, wird ihm von Frankreichs Präsident Nicolas Sarkozy streitig gemacht. Eine Zustimmung zur Person Weber würde voraussetzen, dass er seine Position in Fragen der Inflationsbekämpfung und des europäischen Milliardenkarussells aufzugeben bereit wäre. Weber fürchtete wohl, für ein Amt seine Überzeugungen opfern zu müssen, schlimmer noch: zum Aushängeschild für eine fatale und falsche Politik zu degenerieren.
Weber ist einer der letzten prominenten Verfechter der reinen Lehre der Anti-Inflationspolitik. Die ehernen ordnungspolitischen Wahrheiten schweißen die Spitzen der Deutschen Bundesbank zu einem elitären Zirkel von Überzeugungstätern zusammen. Für diese Ökonomen sind die strikten Regeln der Geldpolitik unantastbar und nicht verhandelbar. Da ist es der Sündenfall, dass der sonst durchaus stabilitätsorientierte EZB-Präsident Jean-Claude Trichet in der Euro-Krise hier weich geworden ist. Für die monetäre Priesterkaste in Frankfurt ist flexible und politisch beeinflussbare Einzelfallpolitik nach französischem Muster der Anfang vom Ende. Dass ein Regelbruch nicht sofort ins inflationäre Verhängnis umschlägt, bedeute gar nichts: Regeln zeigen ihren Wert erst in der zukünftigen Krise.
Es ist ein Treppenwitz der Geschichte, dass am Tag von Webers Rückzug die IG Metall triumphal einen Tarifabschluss für die VW-Beschäftigten in Höhe von 3,2 Prozent als großen Erfolg feierte. Bei einer Laufzeit von 16 Monaten und der Euro-Inflationsrate von 2,4 Prozent werden die VW-Beschäftigten am Ende der Tariflaufzeit keinen Cent real mehr Kaufkraft haben als heute – Inflation enteignet, die Lohnsteigerung ist ein Nichts.
Weber fühlte sich alleingelassen, von der Politik und den Medien. Geldpolitik agiert nicht im luftleeren Raum, sie erfordert breite Akzeptanz, um wirken zu können. Diese Akzeptanz fehlt neuerdings – nur die Verteidigung des Euro zählt, und europäische Solidarität gilt als der vornehmste und unbegrenzte Zahlungsgrund. Dass Weber jetzt auf das Amt verzichtet, ist der zweite Tod der Deutschen Mark in dem Sinne, dass sich in der europäischen Währungsunion die deutsche Stabilitätskultur nicht durchsetzen lässt. Anleger und Investoren sollten es wissen.
