Die Debatte um Koalitionsvereinbarung und Steuersenkungen offenbart, welche unterschiedlichen Gesellschaftsvorstellungen in Deutschland herrschen. Eine große, linke Mehrheit bis weit hinein in die Union hat stillschweigend eine autoritäre Vormachtstellung des Staates akzeptiert. Erst müsse der Staat seinen Ausgabenumfang und Finanzbedarf festlegen – erst danach könne überhaupt über Steuersenkungen nachgedacht werden.
In dieser Vorstellungswelt sind wir alle Gänse, eingesperrt in einem großen Gatter. Wenn der Bauer warme, weiche Bettdecken braucht, werden eben noch mehr Gänse noch brutaler gerupft. Dumm für die Gänse, dass das Komfortbedürfnis des Bauern unerschöpflich wächst – da müssen sie halt Daunen und Federn lassen.
Eine demokratische und republikanische Denkweise ist das nicht. In liberalen Staaten entscheiden die Bürger, welchen und wie viel Staat sie brauchen und sich leisten wollen – nicht umgekehrt.
Nun kann man einer jahrzehntelangen etatistischen oder auch sozialdemokratischen Misswirtschaft nicht einfach davonfliegen und andernorts neu anfangen. Die ruinöse Lage aller öffentlichen Haushalte und Sozialkassen, die sich seit Jahrzehnten aufgeschaukelt hat, kann nicht durch die reine Willenserklärung einer neuen Parlamentsmehrheit ungeschehen gemacht werden: Die Löcher sind da. Aber eines kann man von einer schwarz-gelben Koalition schon verlangen: dass sie eine Korrektur wenigstens einleitet, zur Wende ansetzt, auch wenn der neue Kurs nur in einem weiten Bogen angesteuert werden kann. Von einer solchen Kurskorrektur ist bislang wenig zu sehen. Die vorgestellten Steuerentlastungen verdienen dieses Wort nicht, sie machen gerade wett, was der Staat durch den trickreichen Weg der kalten Steuererhöhung über den progressiven Steuertarif ohnehin zusätzlich einkassiert. Genauso zaghaft geht die Koalition an die unumgängliche Korrektur der Ausgabenseite. Dazu braucht es Mut! Aber leider mehr, als die Koalition derzeit aufzubringen bereit ist.
Die Debatte um neue Schattenhaushalte hat deutlich gemacht: In den vergangenen Jahren wurden klammheimlich zweistellige Milliardenbeträge für Renten-, Kranken- und Arbeitslosenversicherung in den Bundeshaushalt verschoben, wo sie im Sammelposten „Neuverschuldung“ verschwanden. Damit wurden sie für den oberflächlichen Betrachter unsichtbar. Auf diese Weise war beispielsweise nicht mehr zu erkennen, dass eine wirksame Gesundheitsreform von der großen Koalition verschleppt wurde, dass die ohnehin schon hohen Rentenbeitragssätze für die Alterslast nicht mehr ausreichen und dass die Kosten der Arbeitslosigkeit nur konjunkturbedingt vorübergehend gesunken sind.
Bequeme Sozialstaats-Illusion
So wurde die Reformunfähigkeit der Politik kaschiert, indem die Kosten der Sozialhaushalte auf viele öffentliche Kassen verteilt und damit optisch verkleinert wurden. Und irgendwie ging unterwegs die Einsicht verloren, dass die wahren Belastungen erst noch auf uns zukommen: In einer so schnell alternden Bevölkerung wie der deutschen stehen immer weniger Erwerbstätigen immer mehr Rentner und Pensionäre gegenüber; auch die Gesundheitskosten werden wegen der Überalterung unausweichlich ansteigen. Eine nachhaltige Politik sieht anders aus. Noch immer aber nähren die neuen Koalitionäre die bequeme Sozialstaats-Illusion, in der sich viele sicher aufgehoben fühlen.
Denn einen großen Vorteil hat das beschränkte Leben der Gänse: Es gibt regelmäßig Futter. Eigenvorsorge und Eigenverantwortung sind beim Gänsevolk des Sozialbauern ebenso unpopulär wie Kürzungen der Futterration. Aber weitere Vertagung unangenehmer Wahrheiten ist unlauter.
