In Krisenzeiten werden die Landkarten der Macht neu gezeichnet. Gewaltige Vermögen wie das von Madeleine Schickedanz, erworben von den Eltern im Wirtschaftswunder, zerfallen im Zeitalter der Subprime-Papiere zu Staub. Ein diskretes Haus wie die feine Bank Sal. Oppenheim muss die Bücher neuen Geldgebern öffnen. Maria-Elisabeth Schaeffler gelingt die Übernahme von Conti – oder sie wird, auch mit- hilfe der dortigen Politik, in Hannover vom Hof gejagt. Die Piëchs und Porsches haben die Klitsche Porsche preisgegeben und sich beim Riesen VW breitgemacht. Triumph und Niederlage sind die Kinder der Krise. Die Politik verabschiedete noch vor zwei Jahren ein Gesetz, das fremde Kapitalgeber fernhalten sollte. Jetzt beten verzweifelte Unternehmer um kapitalkräftige Retter. Gerne werden Scheichs genommen, die vorher ausgesperrt werden sollten.
Hubers Macht wächst heimlich
Eher unbemerkt bauen die Gewerkschaften, und hier insbesondere die IG Metall, ihre Macht aus. Dieses Ergebnis unserer Titelstory ist überraschend – denn häufig geht man davon aus, dass in Zeiten wachsender Arbeitslosigkeit die Beschäftigten eher eine schwache Position haben. Aber Unternehmen im Überlebenskampf sind meist noch schwächere Verhandlungspartner. Die Bereitschaft wächst, Löhne in Mitarbeiterbeteiligungen umzuwandeln. Das steht seit Langem auf dem Forderungskatalog der bürgerlichen Parteien.
Aber die IG Metall geht dazu über, diese Anteile nicht den Mitarbeitern auszuhändigen, sondern in zentralen Fonds zu bündeln, die von der Gewerkschaft mitverwaltet und kontrolliert werden. Vorerst sind es Einzelfälle, aber IG-Metall-Chef Berthold Huber beginnt Spaß an der Vorstellung zu gewinnen, große Unternehmen in die Zange zu nehmen: Zu den Sitzen im Aufsichtsrat, die die Mitbestimmung den Gewerkschaften einräumt, addiert sich die wachsende Kapitalbeteiligung. Noch hat die IG Metall in den Aufsichtsräten nicht die Mehrheit. Huber kann auch anders. In immer mehr Unternehmen lassen sich die Gewerkschaften weitreichende Zustimmungsrechte einräumen – Betriebsverlagerungen und Betriebsschließungen oder neue Strategien werden dann zukünftig von der Frankfurter IG-Metall-Zentrale genehmigt.
Die bisherigen Schranken zwischen der IG Metall und den formell von ihr unabhängigen Betriebsräten werden niedergerissen, die bislang die Machtzusammenballung in der Einheitsgewerkschaft bremsen sollten, und schrittweise werden Nichtmitglieder ausgegrenzt und diskriminiert: So sollen in einem Siegerländer Unternehmen die zukünftigen Genussscheine nur für Gewerkschaftsmitglieder reserviert sein – wer keinen Mitgliedsantrag bei der IG Metall unterschreibt, geht leer aus.
Berthold Huber ist keiner, der jetzt den Klassenkampf ausruft. Aber viele seiner Gefolgsleute finden den Gedanken an einer unternehmens-, vielleicht sogar branchenübergreifenden Fondslösung faszinierend. Ein zu forsches Auftreten würde Widerstand provozieren, und den will Huber im Bundestagswahlkampf nicht provozieren. „Alle Macht den Gewerkschaften“ – dieser Schlachtruf würde sogar die CDU und die Bundeskanzlerin dazu zwingen, den Schmusekurs mit SPD und Gewerkschaften zu überdenken. Wer klug ist, genießt den Triumph leise.
