Eigentlich hat die große Koalition nur ein einziges Problem ausgeklammert: Ob Kernkraftwerke nun doch länger laufen dürfen, als im Ausstiegsbeschluss festgelegt – darüber sind SPD und Union so zerstritten, dass sie diese Frage in dieser Legislaturperiode nicht mehr anpacken wollen.
Aber mittlerweile herrscht Uneinigkeit über alle Formen der Energieerzeugung. In Hamburg blockiert der schwarz-grüne Senat den Bau eines Kraftwerkes, das nicht nur abgasarm arbeitet, sondern auch noch eine Forderung der Grünen erfüllt: Die Kraft-Wärme-Kopplung könnte hier eingesetzt werden. Aber dort würde Kohle verbrannt, und Kohle ist heute für viele so abscheulich, dass der Bau neuer Kohlekraftwerke ebenso blockiert wird wie weiland Kernkraftwerke. Mit einem Unterschied: Während zur Zeit der Schlachten um die Kernenergie Politik und Unternehmen entschieden und lange an den Atomplänen festgehalten und die Bauzäune gegen Demonstranten verteidigt haben, knicken heute die privatisierten Stromkonzerne schon vor dem ersten Steinwurf gegen das Kohlekraftwerk ein, wie etwa die RWE im Saarland. Der Grund: Die neue Manager-Generation ist primär den Aktionären verpflichtet, nicht der Versorgungssicherheit für Bürger und Wirtschaft. Der alte Konsens zwischen Stromerzeugern, Wirtschaft und Politik ist zerbrochen. Der neue Typ von Energieunternehmen geht wohl achselzuckend woanders hin, wenn nichts mehr geht. Und es geht immer weniger.
Selbst ein vollständig CO2-freies Kraftwerk im rheinischen Braunkohlerevier droht zu scheitern, weil die Landesregierung in Schleswig-Holstein nicht bereit ist, das bis in den Norden gepumpte Klimagas dort unter die Erdoberfläche zu packen. Kiel fühlt sich in bester Gesellschaft mit dem Bundesumweltminister in Berlin, der die Atommüll-Endlagerung in Gorleben mit haarsträubenden Winkelzügen blockiert – was des einen Atommüll, ist des anderen CO2. Die eskapistischen Tagträume schließlich, die drohende Stromlücke mit unauffälligen Gaskraftwerken zu schließen, diese Träume haben gerade russische Panzer niedergewalzt.
Die Frage, woher denn dann der Strom kommen soll, wird mit dem Mantra von Einsparung und regenerativen Energieformen weggedrückt. Ja, da liegt Musik drin. In diesem Heft berichtet die WirtschaftsWoche über Bio-Raffinerien und solarthermische Kraftwerke; unser Gründerpreis geht an junge Unternehmer, die Strom aus Hühnermist und anderem Biodreck machen. Diese und andere Verfahren werden helfen, 20 Prozent des Strombedarfs mit regenerativen Energien zu decken. Das ist sehr viel – aber wenig, gemessen an der Grundversorgung durch konventionelle Energieträger. Ihr Anteil von rund 80 Prozent an der Gesamtversorgung verfällt schneller, als Neues entstehen kann. Gebremst werden zukunftsweisende Erfindungen übrigens auch über staatliche Subventionen, die monetäre Investitionen ebenso wie Bioabfälle in ineffiziente Verfahren wie Solarenergie und Biosprit lenken und damit den Fortschritt mehr blockieren als beschleunigen. Der Staat offenbart nur seine Unfähigkeit, Technologien richtig zu bewerten.
Aber auch die Liebe zum grünen Strom ist flüchtig: Windmühlen wandern schon in die unbewohnte Nordsee aus, aber wenn es um den Abtransport des Windstroms geht, geraten die Hochspannungsmasten ins Sperrfeuer des Bürgerprotestes, so wie Biogasanlagen an geruchsempfindlichen Nachbarn scheitern. Energie jeder Form wird zum Schlachtfeld, auf dem sich Bürgerprotest, Kirchturmdenken mit Ideologien verbünden. Ohne einen neuen gesellschaftlichen Konsens, der alle Formen umfasst, ist wohl kein Strom zu machen.
