Vor einigen Jahren habe ich für meinen damals vierjährigen Sohn in der Frankfurter Innenstadt einen Kindergartenplatz gesucht – und sofort bekommen. „Schön, auch mal wieder ein deutsches Kind in der Gruppe zu haben“, sagte die Leiterin und strahlte mich an. Frankfurt ist kein Einzelfall: Die Zentren deutscher Großstädte sind heute ebenso Ausländerstädte wie manche Sozialbauviertel aus den Betonboom-Jahren der Siebziger. Ausländerstädte? Wenn wir von Ausländern reden, meinen wir heute meist Menschen, deren Großeltern oder sogar Urgroßeltern nach Deutschland eingewandert sind.
Vor diesem Hintergrund: Was meint ein Roland Koch eigentlich, wenn er schnellere Ausweisung krimineller Jugendlicher fordert – sollen wir sie auf den Mond schießen? Mit dem fernen Land ihrer Großeltern haben sie jedenfalls nichts mehr zu tun.
Kochs Union sieht sich wieder einmal mit einem ihrer größten Fehler konfrontiert: De facto ist Deutschland seit den Fünfzigern eines der größten Einwanderungsländer der Welt – schließt aber die Augen davor. Integrationsprogramme, Sprachkurse, Lernhilfen – all dies schien unnütz, weil „die ja doch wieder gehen“. Aber sie sind geblieben und ihre Kinder und Kindeskinder auch.
Nicht viel besser als die Union agiert die SPD. Auch sie hat die Augen vor den sozialen Folgen der Migration geschlossen, für welche die Schlägerattacken stehen – sie provozieren jetzt selbst bei liberal denkenden Menschen finsterste Rachegedanken. Hier hat die innere Sicherheit versagt, deren Aufgabe es doch ist, den Bürger zu schützen. Es war der SPD-Oberbürgermeister Georg Kronawitter, der die Schwarzen Sheriffs aus den Münchner U-Bahnen abgezogen und damit den Schlägern die Türen geöffnet hat. Ähnliche Schönrednereien einer Multikultiwelt kennen wir auch aus anderen, vornehmlich sozialdemokratisch regierten Städten und Ländern.
Den Hauptfehler verantworten Union und SPD gemeinsam, seit sie Ausländern systematisch den Zugang zum Arbeitsmarkt verwehren. Heute werden überflüssig gewordene Zöllner als Schwarzarbeitsjäger eingesetzt, ehemalige Soldaten der Nationalen Volksarmee und der Volkspolizei der DDR werden vom Staat dafür bezahlt, dass sie andere daran hindern, zu arbeiten und ihren Familien ein besseres Leben zu ermöglichen. Ausländer würden ja gerne Sozialabgaben bezahlen, wenn man sie nur ließe! Es grenzt schon ans Lächerliche, wenn hoch bezahlte und unterbeschäftigte Zöllner illegal putzende Klofrauen aus Russland an deutschen Autobahnraststätten verhaften – Erfolg ist offenbar, wenn die Menschen arm sind und der Dreck liegen bleibt. Wer aber arbeitet, der wird bestraft und verfolgt – eine perverse Situation!
Jahrelang wurde die millionenfache Migration nur aus oft fragwürdigen humanitären Gründen erlaubt – die Nachzügler aber vom Arbeitsmarkt ferngehalten. Dabei ist der Arbeitsplatz, also das Miteinander von Kollegen und Kunden, der eigentliche Integrationsmotor in diesem Land. Uns ist nicht damit gedient, dass Roland Koch alle ausländischen Jugendlichen unter Generalverdacht stellt, auch nicht, dass seine Herausforderin Andrea Ypsilanti mit ihrer Mindestlohnkampagne jene um Lohn und Arbeit bringen will, die darum betteln, arbeiten zu dürfen.
Wir müssen unsere Integrationspolitik wieder mit dem Arbeitsmarkt verkoppeln. Ein erster Ansatz ist, dass endlich ein Programm für Jugendliche ohne Berufsausbildung auf einen Weg gebracht wird, der hoffen lässt, dass die grobe Debatte am Ende der Wahrheitsfindung dient.
